Retirement year discrepancy

In my research, I found several newspapaper articles identifying Halford retired in 1903. I've cited those where relevant. However, I was confused by the DANFS entry, which identified his retirement as being in 1910. I did locate one news article supporting that date,[1] but nothing between 1903 and 1910 that supports he was retained on active duty and what he did if he was retained. There is one odd late 1903 reference identifying a transfer, which might support it given the date and wording, but it isn't specific enough to determine if he continued to serve on active duty.[2] I'm not familar with the practices of the time to determine if he was retained at Mare Island until final retirement in 1910, or if it is simply a matter of him being placed on a temporary retirement list in 1903 and then a permanent retirement in 1910.
