That is partly correct. Being a judge alone would be Low, but he was more than just a judge, he served in the state legislature as well. Further, think of it as a step up process. Start with Low and determine the base accomplishment that gave them the notability to have a WikiPedia article. In this case it was serving in the state house. Now if he had served in the senate too, that's still not enough to bump up. But throw in Speaker/President or majority leader or serving in a different branch, then bump to Mid. Gov is auto Mid or higher. With judges (a form of politician), go by a similar process. State court of appeals or associate justice on the state supreme court, just low. But step up to Chief Justice then Mid, and higher still for service in other branches. For the federal judges, low for district court, but bump up to Mid for Court of Appeals as that is a much more prominent position, and both federal positions are viewed in higher esteem than state level judges. Then there are some other less specific things, such as we can also bump up for something like "longest serving" or "first person" or "first woman in a male dominated area" etc. that further justifies a higher priority within the project. With a little bit of a caveat that there should be a substantial connection for these accomplishments to Oregon. So though Herbert Hoover lived here for a decade, he's not really an Oregonian so even though he was President, he's only in the High category and not Top. If he had been born here or made himself here then it would be Top. But other than some schooling and writing his name on the wall of a bar in Salem where he worked, he's not much of an Oregonian, which is likely why his name is not one of the ones in the frieze at the state capitol even though it was built after he was Prez.
