Why the number? Did it formerly extend east to WV 12 (now WV 112)? --NE2 19:12, 1 July 2014 (UTC)
- According to the 1946 State Road Commission map for Mercer County, the western part of the route used to be County Route 23. Presumably the number came from that. Bitmapped (talk) 21:35, 1 July 2014 (UTC)
