I hope you like the article. I found some relevant and up to date documents. However, the article does not contain precise information on every issue and will need to be updated from time to time. In particular, more information on responsibilities, investment data and current external cooperation are needed.

  • Access The Pakistan Millennium Development Goals Report 2006 indicates figures on water and sanitation coverage, which differ considerably from those used by the JMP and also the UNDP document "The Millennium Development Goals: Progress in Asia and the Pacific 2006".[1] The MDG targets indicated in the former document (93% water supply coverage by 2015) don't seem to match the respective coverage data (53% water supply coverage in 1990),[2] given the assumption that the target is to halve the proportion of people without sustainable access by 2015. Furthermore, according to the UNDP report the water supply target will be achieved before 2015, whereas the Pakistan Millennium Development Goals Report 2006 states that there is still al long way to go. I decided to rely for the moment on the data of the UNDP report. If I am wrong or you can resolve the confusion, please let us know.
  • Service quality The data on each subsection are very poor and maybe out of date. Maybe the Clean Drinking Water for All Programme has been implemented in the meantime. Were there any improvements? Are there any current data available?
  • Water resources and water use Part of the data may be out of date. I would appreciate any current information.
  • History I would like to include more information on the development of the subsector of water supply and sanitation. It is difficult to find information about who was responsible in the past for sector coordination and service provision. The same applies to a lesser extent to the current situation.
  • Responsibility for water supply and sanitation It was very difficult to find information about this issue. Questions remain: What is/was the role of the PHEDs, WASAs? Is the system the same in all provinces? Was the Local Government Ordinance implemented? What is the de facto situation?
  • Economic efficiency More and current data are welcome. It would be also great to have data at the national level, or any data on the situation in rural areas.
  • Financial aspects There is little information about this section, too. I would like to know more about tariff structures and if there is a connection fee. Concerning financing and investments, the best would be to have an overview of past expenditures in the sector. Unfortunately, the website of the Ministry of Finance is currently offline. I could not find expenditures in water supply and sanitation in the Pakistan Statistical Year Book.[3]
  • External cooperation I was not able to find any current projects. Concerning the World Bank projects, it would be very useful to know their results and not only their goals.

Outcome of World Bank projects

The outcome of World Bank projects is summarized in Implementation Completion Reports (ICR) for each projects that are made available to the public on the World Bank's website. For example, the ICR for the Second Karachi Water Supply and Sanitation Project can be found here. The ICR barely mentions the substantial efforts to prepare a private concession contract in 1995-98, which are the subject of another article.
