Fair use rationale for Image:WaspStarAppleVenus2cover.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Standing in for Joe Plagiarism?

- I lean towards a very similar melody rather than "using" the tune. It's worth noting that Barrytown was itself accused of soubding like the Beatles' “Tell Me What You See” and Dylan's "Positively 4th Street". But, if you have a reliable source for it, why not? - Personally, I don't think that XTC aren't very likely to get back together at this point based off of what the band members have said.
