A query | transcendental vs confrontational | advocates of both?

Just a wee query,
The main article was a fascinating introduction to "war on war" themes, thanks to all editors!
It outlines two main approaches, the optimistic transcendental approach, and the more pessimistic confrontational approach.
Query - is there any evidence of advocacy, scholarly or otherwise, advocating for both approaches? Perhaps as a phased approach - confrontation first, to identify the problem; transcendental, secondly, to provide the solution.
I've attempted to find such evidence online, publicly, but I suspect any advocates for a dual, phased approach might only be on record somewhere behind scholastic paywalls, to which I cannot afford access as an independent researcher.
Apologies if this query seems to get too close to the line between discussion of the issue rather than this page itself. But as an outside, non-expert editor, the final quote seems incomplete somehow? As if waiting for a conclusion?
