[edit]Unfortunately, this article is not eligable for GA promotion. The "Design and Construction History" section violates point 5 of the quick-fail criteria. Since it is currently under construction, the building has "current event" issues, and current information on the topic is considered unstable, subject to rapid changes. When the contstruction on the building is complete, and the {{Building under construction}} template can be removed, the article can be renominated. -Ed! (talk) 21:46, 12 April 2008 (UTC)
