Fair use rationale for Image:Wnge2011880.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

WKRN and V, the Changes
[edit]I made one last edit, which is a compromise between the two versions. It has the same content(though slightly enhanced for clarity) as the previous version. [edit]I'm going to change this- WKRN-TV's studio and offices are on Murfreesboro Pike (U.S. Routes 41 and 70S) in Nashville. frequencies swap.
[edit]The frequencies swap, I think was the first time a television station had ever done such. I remember reading that it was historic. Why is it not mentioned in the article that this frequencies swap was the first time it was done and that it was historic?--98.87.95.199 (talk) 22:51, 11 May 2013 (UTC)
