The organization's website capitalizes, but multiple sources (Washington Post; Los Angeles Times in several articles) do not capitalize the "t" in "to". I created a redirect but do we want to follow the sources say or what the organization calls itself (on its website and its 990 forms)? Does WP:COMMONNAME apply here?
