Planning, not Geography

The "issues" box suggests that this article may fail to meet notability standards for geographic features; however, it's about an urban planning process, not geography. Although the article does not (yet) reflect this, Vision 2000 is a well-known and often-cited example of collaborative process and public input in urban planning.
