eVisas, Are they really available?

Article says an electronic visa is available for St. Kitts. I followed the website linked and found no such thing. Quite the opposite, with one required to send off the passport and supporting docs to St. Kitts. If there is an EEV process, please provide a link / source to where the St. Kitts government confirms this. Source given does not provide this. For extra clarity, while KLM website refers to an "eVisa" for St. Kitts, it in turn refers reader to St. Kitts website [1]. It is there that I can find no evidence of an eVisa procedure, with a passport and supporting docs and cheque for the fee all required to be sent to St. Kitts. Supposedly, visitors can obtain an electronic visa (eVisa) prior to arrival at https://evisa.gov.kn/evisa-prod/ . They must hold a printed copy of the Electronic Entry Visa (EEV) letter at the time of travel. The visitor must present the same passport as indicated on the EEV letter. Fee (paid on arrival): USD 100. Enquiries related to EEVs can be directed to the EEV Assistance Line at +1-869-465-8470 or by email at sknvisa@gov.kn . Supposedly, additional information is available at http://www.stkittsnevis.org/visas.html. However, I then proceeded to actually follow the links that they give. Have you done so? I have reason to doubt the accuracy of the information because I did not find any way to obtain a St. Kitts visa online. Specifically, you have referenced: [2] - this page; which does not provide access to submitting an electronic visa. Please follow the link and show me where I am wrong if you disagree. All it does is go to a web page that provides access to the visa form that you must fill out or another page that allows you to track the progress on your existing application. [3] is a page that provides certain info on St. Kitts visas. Without getting into a word for word description of its contents it deals with:
