Merger proposal

Propose that University of Science and Technology, Liaoning be merged into University of Science and Technology Liaoning

The correct name is "University of Science and Technology Liaoning" without the comma. Yes it is grammatically incorrect but that is the name. A better translation of the Chinaese name would be "Liaoning University of Science and Technology" however that is still not the name used by the institution.
