Copy-paste issues

Large parts of this article are unsourced copies from other sources.

Much of the lead of the article, including the opening sentence, the bullet points, and other parts of the text are copies of text from the USTR's website [1]. This group of edits [2] by User:Garbanzo28 left the lead as a near exact copy of the source without attribution, which forms the basis of the current lead.
The "History" Section of the article is also a copy-paste, from Charles Ford, “Commercial Diplomacy: the Next Wave,” Foreign Service Journal, April 2005. I found a .pdf [3] with an exact or near-exact copy of the entire section, which predates the text's inclusion in the first edit to this WP article in 2006.
Haven't checked through the other sections yet.

Temporary article

I started a temporary version of this article, while the copyright case is pending. It's very much in a stub phase, but as it is a temporary article, I didn't want to get too carried away with supplanting the old one entirely while the case is still being reviewed.
