This article is as clear and factual as I can make it.

The references are reliable--often Department of the Army General Orders on a US Army website.

The Reorganization Planning Directive is from the National Archives as markings on the documents clearly show.

The reference are available online so that the reader can examine them to judge their reliablty.

I have contributed to Wikipedia for years. Although I am a little rusty, I am trying to get my articles into an appropriate format.

I am an expert on this subject. I am an emeritus professor at the University of Nebraska-Lincoln (UNL), and I have been studying Army Technical Intelligence and gathering documents since the 1970s.

Recently, I have put more than 100 documents related to the Digital Commons at the UNL.
