Language cleanup

I've made an attempt to clean up some of the English in the "structure" section of the article, but there is more to be done, and I'm not sure that I've preserved the intended meaning of the article as it was when I found it. I also let pass any wording that I truly was unable to decipher. I encourage another editor who knows something about the station or who has access to references to take a look at my changes, and fix anything I've change incorrectly.
