C iii R cypher

I think you will find that all designs of cypher that His Majesty had to choose from will have had the Tudor Crown. The same crown was used for HM George VI - so I suppose, but cannot prove, that Tudor Crowns are used for Kings and St Edward's Crown used for Queens.
