Rapid rail project axed?

According to this source, the new People's Partnership government announced the rapid rail project as being "officially axed" on 8 September 2010. However, apart from this terse statement I have been unable to find any substantial coverage of the matter on Trinidad and Tobago news sites. I gather, though, that this decision apparently was pretty much in line with the general PP position on the issue.
