[edit]May I suggest as a reference my own survey on spanners, "Spanning trees and spanners", Handbook of Computational Geometry, J.-R. Sack and J. Urrutia, eds., Elsevier, 1999, pp. 425-461. An earlier version is available online as http://www.ics.uci.edu/~eppstein/pubs/Epp-TR-96-16.pdf and at some other locations. I think the spanner literature is too large to attempt a thorough collection of primary sources, so it would work better to go with secondary sources such as this one.
This article and tree spanner should also either point to each other or be merged.
