Tra Telligman may indeed have been involved in a traffic accident as a child, but I have heard it said that the main reason for the appearance of his chest is that he has congenital Poland Syndrome. I think it was mentioned in the commentary in his first UFC appearance that it was a result of the car accident. I can't remember if he had to have it removed or what, but I do remember the car accident thing was mentioned as the cause. Obviously it's not definitive proof, nor the most reliable source, but unfortunately without a more definitive statement suggesting that it is the result of Poland Syndrome, I guess this is the best we've got.
