Fair use rationale for Image:TorontoSantaClausParadelogo.gif

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. End of Quebec Parade due to FLQ
[edit]I found _a_ reference related to a "Citation needed" tag, but when I edit the page, the tag does not appear, so I can't figure out how to deal with it.

[edit]The information in the infobox makes it seems as though the article is about the CTV recording and commentary of the parade, rather than about the parade itself. Surely the "star" of the parade is whoever plays Santa... —Anne Delong (talk) 16:51, 28 December 2015 (UTC)
