Substation?
[edit]I heard that TPD has a substation somewhere near downtown. Can anybody verify this?

Please do not delete
[edit]For those Wikipedians who delete all articles that don't have indisputable notability rationale, I ask that you postpone deleting this article until some other Wikipedians and I have finished working on it. This agency does have notability, the difficulty arises in being able to express it in an encyclopedic tone. I do not Internet access at my home at this time, so I will not be able to work on this article very much. I ask only for a few months to take care of cleaning up and expanding this article. For the meantime, I claim that as an agency that affects 40,000+ people whether they like it or not, TPD has inherent notability.
