The concept of a pension long pre-dates 1908, the earliest year currently mentioned herein. I claim no expertise in the subject but Rudyard Kipling's In the Rukh, the first of the Mowgli stories, was published in 1893 and he felt comfortable having a character say, without any explanation, "Would it not be better to work for pay from the Government?
