What's happening?

Anybody who can tell what's happening? Now we have 2014 and there is still no TTX on the tracks. I googled a bit and what the auto-translation from Korean could give me was the impression, that the project has been canceled and there is some political discussion about waste of tax money for it.

But it would be better if a Korean native speaker could back that up ...
