Thomas Kay as Oregon State Highway Commissioner

The page http://en.wikipedia.org/wiki/Oregon_Department_of_Transportation mentions that Thomas Kay was an inaugural member of the Oregon State Highway Commission. However, this article on Mr. Kay does not mention that part of his political career. That detail should be added to his page.
