I've declined a speedy tag and added a (notenglish) tag to this. My French is sufficient to indicate to me that this individual meets WP:MUSICBIO, but not good enough to just translate the article directly; I'm sure it would suffer as a result. I tagged the French version as a copyvio from here, but the author has produced an Eng lang text which is not a verbatim translation of the previous copyvio text. In any case I agree with the above that this man is notable enough for an article - it was the copyvio that was the problem.
