I am pretty sure you will find that Practical Jokers and Counting the Beat (album) are one and the same. The former was the name of the album when originally released in Australia, and the latter appeared later - perhaps it was the overseas print or something. My copy of the Counting the Beat album has both singles mentioned in the article.

A resequenced, slightly modified version of [Practical Jokers] with the single "One Good Reason (Gimme Love)" added was issued in the U.S. as Counting the Beat in 1982. In a somewhat confusing move, Mushroom Records in Australia, as part of the label's 25th anniversary, reissued Counting the Beat with the original artwork but with the track listing and order of Practical Jokers. "One Good Reason" and "The Flak" -- both found on the original Counting the Beat album -- were added to the end of the disc.
