actual event

Not exactly. The term "Roman Revolution" was coined by Syme for this work, and in many respects only applies within his text. Whether or not one could fruitfully talk of a factual "Roman Revolution" is highly debatable. There was certainly a transition from Republic to Empire, but Syme chooses this phrase because he wants it to invoke the frequent revolutions (often violent) of the 20th Century, as this comparison suits the purpose of this work.
