Sarah McLachlan

According to this (http://www.filter-mag.com/artists/interior.119.html), it is not Sarah McLachlan, but the lead singer's vocal teacher Sarah Isaksson. However, I have seen Sarah McLachlan in concert with the Perishers as the opening act. When they played this song, she performed with them, but it is definitely not her on the CD.
