"allowed Cambridge to reduce the deficit" - maybe "allowed Cambridge to catch up" would be better?

I normally think I'm a hard taskmaster on GA reviews, but I don't think I've done one as short as this. If you keep this up, I'll be able to go through an article top to bottom and say "I can't see absolutely anything wrong or any alternatives - straight pass", which I've never done!
