- No, that is not what it says. NFCC sets two conditions for general use of a nonfree image: first, that no free image exists, and, second, that no free image "could be created". Indeed, per the WMF licensing resolution, our en-wiki NFC policy cannot allow such use of nonfree images, emphazing in particular nonfree images of living persons.
