Isoelectronic substances

In the article, it says:

TlI3 is no exception as it is possible to stabilise thallium(III) with excess I forming the TlI

How can lead tetraiodide, presumably a compound with neutral charge, be isoelectronic with an anion of single valence, tetraiodothallate (TlI
4
), and with a divalent anion, tetraiodomercurate (HgI2−
4
) ?
