Glancing over the article I see a couple of problems. It's very brief—at 6.4k I think this could well be the smallest GA if it were passed—but seems not to cover certain significant subjects in any depth, particularly his part in the foundation of Washington & Jefferson College, which is mentioned in the lede sentence and never expanded on despite being a great contributor to his notability.
I've noticed that the primary author and nominee, User:Jwilkinsen, has apparently retired from editing WP. He'd only begun editing in February, and lasted for a month or so and 500-ish edits. It's now been almost two weeks since he quit. I don't want to post a detailed review if there's no-one around to respond to feedback, so I'm just going to close this off on the basis that without an attentive editor to make changes, it wouldn't pass in its current state. If Jwilkinsen returns he's welcome to resubmit this at his leisure. If he wants to reappear, grab me at my talk page over the next week or so and I'll see if I can reopen this.
