I don't understand the rationale of this claim. The guy invented a writing system that might have been an alternative to the adoption of Cyrillic alphabet. So maybe Chuchki could have adopted the alphabet to resist Russification. The argument is a bit flawed put down like this, it needs at least the reference to a source that explains it.
