Where do these migrants spend the rest of their time?

I have often been to these places and have always wondered where these birds spend the rest of the year. Now our article here tells me they come here from Siberia. As far as Painted Storks and Pelicans go, that must be one of the most ridiculous statements ever. Would it really be somewhere in Africa?
