Are You interested in Human Rights in Russia and want help to better the page, or you interested to delete the page because think the person has no value for Wikipedia? Actually, You can write if you want: "associate director" (as stated in HRW website), but this is not principal, but when you start deleting "wrong" reference by Voice of America, because You decided himself that they "wrong", this is very disruptive for other authors, and may be viewed as obvious deliberate vandalism to spoil page in order then delete the full article.
