Help appreciated.

I'm unclear on this, but can countries qualify more than one athlete for the 2015 Games via the european rankings as at 1st March. I ask this as 4-5 countries appear to have qualified two athletes in either the men's or women's singles although the column heading states only one athlete per NOC.
