The center and its objectives are especially important with today's concerns with energy. The article does need sources which are independent of the center, and it needs inline citations which are archived, and therefore not subject to link rot. I think that the TC Chan Center has enough existing coverage from independent sources to merit a wikipedia page. I have added active links to the article to substantiate this. It also seems this Center has extensive coverage throughout the Middle East and China. They have developed a sustainability rating system that is now part of building code for a Country in the Middle East; therefore, their research contribution to green buildings is substantial and they continue to work on new research that will contribute to this field. They function as a Center within Penn, but with their own projects/goals/objectives/partners, similar to PennPraxis which also has their own wikipedia page.
