I have read the details as mentioned in the article.I have to present the offer as prepared by the proposer of the task / project for the competetive offers.
About the swiss challange system of inviting competetive bids and in process of finalizing the offre to award the work or task in consideration I want to know some following apprehenssions as under-
1. Can basic conditions of eligibility be changed in the process of finalization, IN CASE SOME BETTER OFFER IS RECIEVED FROM A PARTY WHICH DOES NOT FULFILL BASIC ELIGIBILITY CONDITIONS.
