The Surgeon General's Medal is NOT the highest award issued by the Commissioned Corps of the United States Public Health Service. The Distinguised Service Medal is the highest medal awarded by PHS.

Statements such as the one below are completely incorrect. This award can be worn on other uniformed services uniforms, and it is to the descretion of the service to which the person is detailed. In some cases, it is higher in order of prescedence that what is listed.
