Is completely untrue. Mathew Kendora of Snes9x and Nach of ZSNES reverse engineered this in 2003. Their documents and software completely certain which games are compatible with which others. And no, it does not work with all games. Every game has a marker in it's header for what it's compatible with.

ZSNES has support for this since 2003. Snes9x also had support for it, but the code was never enabled in the emulator until recently as the developers back then could not agree on a loading mechanism.
