[edit]This article needs to be clear at the outset that it is describing something that happens in the US. It is not until much later in the article that this becomes clear.

Overgeneralization
[edit]I have just reverted edits that try to generalize from one state's definitions and requirements to universal definitions and requirements. That is inappropriate at best and original research at worst. ElKevbo (talk) 07:18, 14 February 2012 (UTC)
