I've been trying to figure out his analysis in the affidavit, and have asked a few other statisticians. There is a clear math error at the start of it as his totals add up to well over 20,000 whereas he says "almost 20,000" individuals were called. It also is unusual that they only survey Republicans. It would be important to survey all voters to see how widespread the issue they investigated was. It is also the case, that in PA, individuals who voted in a primary election earlier in the year had the option of checking a box to automatically receive a mail ballot in the general. There was an news article about how that caused lots of confusion.
He uses standard statistical methods, but the sampling methodology is probably questionable, and the assumptions they draw from their conclusions and how they interpret the results are probably unjustified.
