MAL 05/30/11: With regard to NPOV cleanup, I have removed the somewhat large number of citations to, and fairly heavy reliance upon, the 2011 article. New citations, some additional material, and some rearrangement now give greater weight to the large number of scientific papers that have made contributions to this topic, for example, the authoritative material on statistical process control algorithms such as CUSUM, in the book by Basseville and Nikiforov, and Strong and Chan's work on TVD. As there are no other issues mentioned on the talk page and the specific NPOV issues in the original comment have been addressed, I have removed the NPOV cleanup template.
