Merge with Motion (parliamentary procedure)

Clarification on which governments use this term as it is used in the article

This article should specify what governments (or types of governments) use the standing rule system described in the article. It is highly unlikely that all governments have standing rules that "can be suspended by a majority vote for the duration of the session, but not for longer".
