Protests against the 80 km/hr limit on rural roads are on-going? (twice)

Article says: "Protests against the 80 km/hr limit on rural roads are on-going" It says it twice.

Is this repetition necessary?

I am unsure what we mean: "In dry weather rural 2- or 3-lane roads are limited to 80 from 90 km/h".

Before 01/08/0218, speed limit was 80 km/h when raining and 90 km/h when dry.

Now, the Article R413-2 ^[1] of the codified Code de la route defines the speed limits this way:

speed limit is 80 km/h when there is only one lane in one direction (Dry weather: Article R413-2.I, rainy or other weather Article R413-2.II).
speed limit is 90 km/h when there are two lanes in the same direction, only for those lanes (Dry weather: Article R413-2.I, but 80 km/h on other weather Article R413-2.II).
Dual carriageway (Dry weather 110 km/h by Article R413-2.I, but 100 km/h on other weather due to Article R413-2.II).
