But first we need a temporary pre-creation name, because the current name is confusing: ordinary people (and many journalists) can't easily see the difference between this tribunal and the International Criminal Court based on the current article name (International Criminal Tribunal for the Russian Federation).[reply]
Euro Parl says special international tribunal to prosecute Russia’s political and military leadership and its allies
CoE says an ad hoc international criminal tribunal to hold to account perpetrators of the crime of aggression
Euro Commission says a specialised court, backed by the United Nations, to investigate and prosecute Russia's crime of aggression
NATO parl assembly says an international tribunal to prosecute the crime of aggression
Given that it's unclear if the tribunal would be limited to the 2022 invasion or also consider the 2014 invasion, it's better not to put "2022" in the name. The EuroParl's proposal to include Belarusian political/military leaders creates a problem for having Russia, as a state, in the title, though the invasions themselves are primarily Russian; the de facto government of Belarus allowed its territory to be used. Proposals:

This is currently an informal discussion to generate a title likely to gain consensus prior to creation of the tribunal: there's no point putting in too much energy, since the official title will almost certainly be different from whatever we think is the best under the WP:TITLE criteria. Crimes against humanity is a specific legal concept. In order to be included in the category, the event (s) must have been prosecuted as a crime against humanity, or at a bare minimum be described as such by most reliable sources. Most of the articles that were formerly in this category did not mention crimes against humanity at all, and the inclusion of the category was purely original research.
