Hi! Thanks for creating this article; it looks like a lot of work. I have trouble understanding the paragraph right before the heading List of Soviet decrees. Could you rephrase it a little bit? DoorsAjar 00:59, 24 March 2007 (UTC)[reply]

Hi and thanks for copyediting. I didn't create the article. Prior to my edits the article contained info, which is in the first section now. Hence, I have no ideas on the paragraph in question. I just compiled the second section ("List of Soviet Decrees") and wrote the lead. As to that paragraph, I don't know, maybe we should request citations, adding {{fact}} tags there?
