"According to the Virginian-Pilot, many South Norfolk residents believe their community's growth was stunted 42 years ago when it merged with Norfolk County to create the City of Chesapeake. They say the move siphoned tax dollars from their community and rerouted them to other parts of the fledgling city. Incorporated vs Independent City
[edit]The 1930 US Census showed South Norfolk City as being part of Norfolk County. A 1936 map of Portsmouth showed South Norfolk as an incorporated city. [1] This seems to contradict the statement in the article that South Norfolk became an independent city a few years after incorporation in 1919. Maybe someone local has a more specific understanding of the transition from incorporation to independence? 72.76.94.103 (talk) 05:10, 20 November 2015 (UTC)
