According to legislation.gov.uk, Section 4 of the Offences against the Person Act 1861, as amended, still defines soliciting to murder as a misdemeanor, notwithstanding the reforms of the Criminal Law Act 1967. The source given for it being indictable only is dead, since the CPS apparently removed the sentencing manual from its website.
