The idea of national health insurance emerged around 1915...
That's not true. Actually, Teddy Roosevelt ran for president on a platform that included national health insurance in 1912 with his Bull Moose Party. Even then the idea was not new, but it was the first time it was introduced into American politics by a major presidential candidate.
